What OxyLens has mapped in Polish UCO

Certificates and registers read on 2026-09-23. 2 of the physical pools rest on strong evidence: an active certificate, a physical site, a supply or sale stated by a source, a contact and waste registration. 13 are plausible and say what is still open. A trader list is kept apart from the plants.

How the Polish UCO market is structured

The chain runs from restaurants and food plants (points of origin) to collectors, aggregators with storage and pretreatment plants, then to traders and fuel plants. Any lot sold into the European biofuel chain has to be certified, so the certificate lists are the only structured way in. Current Polish-held certificates that name UCO (one holder can hold several): REDcert 93, KZR INiG 6 (found by reading 1,728 audit reports, because the list itself shows no raw material) and ISCC 3.

The national waste register (BDO) lists 25,809 entries for waste code 20 01 25, edible oils and fats, 3,040 of them permit holders. That is eligibility, not supply. It is useful as a test: of the 65 current certificate holders with a tax number, 23 are not registered in BDO for the waste code at all.

What OxyLens verifies for each source

• Certificate, per scheme: whether a current REDcert, KZR INiG or ISCC certificate names UCO, and under which scope. OxyLens reads UCO's own scope from the certificate annex, which is often narrower than the certificate.
• Waste registration: whether the holder is registered in BDO for code 20 01 25, the test that separates a collector from a paper holder.
• Legal entity, group and site: KRS owners, the certified operating sites from the certificate, and one supply pool where collection, treatment and sales sit in different companies of the same owners.
• Physical role: collector, aggregator with storage, pretreatment plant, trader, broker or consumer.
• Freshness: certificate dates, and lapsed, suspended and withdrawn certificates kept visible.
• Evidence and contact: a source link and quote per fact, and the published line or sales desk.
• First-call questions: is UCO sold at all or used or passed on inside the group, lot size, FFA, MIU and water, Union Database recording, and whether a lot leaves Poland as waste or with end-of-waste status.

How the map was built

1. Enumerate from the certificate lists: every Polish-held REDcert, KZR INiG and ISCC certificate that named UCO in the last 24 months.
2. Resolve holders to a legal entity and tax number through KRS and the BDO waste register (a few lapsed holders stay unresolved), and test the current holders' BDO registration for the waste code.
3. Research each holder with a physical scope: sites, collection network, stated sale, contact.
4. Give every holder a disposition, physical, paper, broker, consumer, captive or lapsed, so nothing is silently dropped.
5. Turn every unknown into a first-call question.
