Used cooking oil in Romania: what we know, and why the market is not open
OxyLens researched every certified used cooking oil holder in Romania twice in October 2026. The evidence was too thin to open a source map: we found certified collectors, but too few with proof that they sell to outside buyers, and no ownership we could verify. So Romania is closed for now, and this page says what we found.

What we researched
The starting point is the same as in every OxyLens market: the certificate holders, not a web search. We screened the ISCC and REDcert lists for Romanian holders whose certificates name used cooking oil, current or ended within the last two years, and took the 2BSvs holders in Romania as leads. Every holder was then researched, not a sample of them.
The first pass, on 13 October 2026, counted a sale only on the seller's own word: a sale offer, a product page or a named buyer on its own site. Romanian collectors tend to say where their oil goes without saying that they sell it, so that pass found certified collectors but no seller with a stated sale.
The second pass, on 17 October 2026, ran under a new gate that was fixed before the research started. It added official records as evidence: county environmental permits that name the used cooking oil waste code (20 01 25) and the sale of the oil, public procurement awards for collection, court records and the environmental guard. Every holder got the same fixed searches. A site behind a CAPTCHA or a bot wall was recorded as blocked, never bypassed.
Why it is not open
A market opens on OxyLens only when it passes its gate after an independent review. The Romania gate asks for at least five physical supply sources, at least two of them with evidence that they sell, and at least three independent operator groups. Romania came out below that on every count but the first:
| Measure | Needed | Found |
|---|---|---|
| Physical supply sources (collector, storage or pretreatment) | 5 | 7 |
| Of them, with evidence that they sell | 2 | 1 |
| Independent operator groups, verified | 3 | 0 |
Under the reviewer's strictest reading the numbers are lower still: four sources and none with sale evidence, because the one seller's ISCC certificate was withdrawn once before its successor started. The one sale we could prove comes from an environmental permit that names the plant's biofuel buyers. That collector is partly owned by a refining group, which is exactly the kind of tie a buyer needs to know about before the first call.
Ownership is the other gap. The Romanian trade register sells its ownership extracts, and the free company sites that copy it sit behind bot walls, so no group in Romania could be checked for free. OxyLens does not count a source as independent when it cannot see who owns it.
Thin evidence is not the same as no supply. Certified collectors and storage sites exist. What is missing is public proof that they sell to a buyer outside their own group, and that is what a source map has to show before it lists a seller.
What would open it
One more seller with sale evidence, and verified ownership for the sellers already found. Two cheap steps would settle most of it: one collector confirming that it sells to an outside buyer, and a handful of paid trade register extracts. If you buy used cooking oil in Romania and need the market first, tell us; requests decide which research runs next.
What you can check in Romania already
The supplier certificate check in OxyLens Full is not limited to open markets. It reads the ISCC list live for any holder you name, Romanian holders included, and shows the dated signals a buyer needs before a first lot: a certificate that ended early, a gap between certificates, no newer certificate, one that expires soon, or a change of certification body.
Those signals matter in Romania. Many Romanian holders have a chain of certificates on the list since late 2024, and some had a certificate withdrawn before a successor started. A seller who offers you a lot can be checked against the issuer list in a minute, without a map.
